Draft 2019-20 FISAP, Instructions, and Technical Reference Released by ED

The Fiscal Operations Report for 2017–18 and Application to Participate for 2019–20 (FISAP) in the Campus-Based programs is currently being revised. We are providing the attached draft versions of the FISAP, accompanying instructions, and technical reference so that schools can prepare the information needed for submission of the school’s FISAP this fall. The final 2019–20 FISAP will be available in August 2018.

The due date for the submission of the 2019–20 FISAP is October 1, 2018.

Changes to the FISAP

In addition to award year and date references, all references to the eCampus-Based (eCB) website have been updated to the Common Origination and Disbursement (COD) Web Site to reflect the change in system platforms.

The following FISAP fields have also been updated and/or added:

  • Part II, Section A, Field 1Field 1 has been revised so that schools can no longer request a Federal Perkins Level of Expenditure (LOE) due to the expiration of the program.
  • Part IV, Section FSection F has been added to Part IV, which includes Fields 19, 20, and 21. These fields will serve to collect data on FSEOG awards made to disaster-affected students.

Changes to FISAP Instructions

In addition to updates to the annual award year, date references, acronyms, hyperlinks, and system references that reflect the change in platforms, the following changes have been made to the FISAP Instructions:

  • Introduction to the FISAPThe due date for the FISAP has been updated to Monday, October 1, 2018, and the FISAP submission instructions have been updated with the user role and access information applicable to the COD System.
  • Part I, Identifying Information, Certification and WarningInformation about the FISAP signature page has been updated to remove the e-signature option which has been discontinued. An updated mailing address for hard copy FISAP and Lobbying signature pages has been provided.
  • Part II, Section AInstructions for Field 1 have been revised to state that schools may no longer request a Federal Perkins Level of Expenditure (LOE) due to the expiration of the program.
  • Part IV, Section FSection F has been added to include data fields 19-21, for reporting on FSEOG funds for disaster-impacted students.
  • Part VI, Section AInstructions for Field 23 have been updated to reflect that Federal Perkins Loans were not authorized for graduate/professional students for the 2017–18 year.
