HEERF FAQs Outline Allowable Uses of Funds

The Department of Education (ED) posted a new Frequently Asked Questions document that provides more information on the allowable uses of funds under the Higher Education Emergency Relief Fund (HEERF). The FAQ document describes the situations that institutions can use funds for student grants and reimbursements, such as grants to students for any component of the student’s cost of attendance and costs associated with significant changes to the delivery of instruction due to the coronavirus.

The FAQ document also states that while institutions must spend their funds no later than Sept. 30, 2022, ED urges them to disburse emergency financial aid grants to students “immediately” for those who were enrolled during the spring term. If funds for emergency financial aid grants to students remain after the institution assists such students using its distribution formula, the institution may use the remaining funds to provide emergency financial aid grants tostudents during the summer or fall terms, using the same distribution formula.
