Final 2026–27 FISAP Form, Instructions, Desk Reference, and Technical Reference

The Office of Management and Budget (OMB) has approved the 2024-25 Fiscal Operations Report and Application to Participate for 2026–27 (FISAP). FSA has posted the FISAP Form, Instructions, and Desk Reference to the Knowledge Center. In addition, the 2026–27 FISAP Technical Reference, which provides technical specifications and record layouts for schools or other organizations who wish to design custom software systems, is now also available.

Key Dates

  • The online FISAP will be available on the Common Origination and Disbursement (COD) website by August 1, 2025.
  • Schools must ensure that all submissions are completed by the official deadline of October 1, 2025.

Changes to the 2026-27 FISAP

In addition to annual award year and date references, the following changes have been made to the FISAP:

  • Part II, Section B, Field 5: Field 5 will be disabled and no longer allow a response from any schools except those that are still active in servicing their Federal Perkins Loan portfolio.
  • Part II, Section F, Fields 25(a)—(d) and Part VI, Section A, Fields 26(c)—(g): Required count of “automatic zero EFC” students in Part II, Fields 25(a) through (d) and Part VI, Fields 24(c) through (f) have been replaced with students with Maximum Pell Indicators of either 1, 2, or 3, due to statutory changes to the 2024-25 FAFSA and elimination of the “automatic zero EFC” classification.

Changes to FISAP Instructions

In addition to updates to the annual award year, date references, acronyms, and hyperlinks, the following changes have been made throughout the FISAP Instructions:

  • Introduction to the FISAP: The due date for the FISAP has been updated to Oct. 1, 2025, and the correction deadline has been updated to Dec. 15, 2025.
  • Part II, Section F and Part VI, Section A: Instructions have been updated to account for reporting students with a Maximum Pell Indicator of either 1, 2, or 3 (instead of those with “automatic zero EFCs”), due to statutory changes to the 2024-25 FAFSA and elimination of the “automatic zero EFC” classification.
  • Part IV, Section F: Instructions for Section F have been updated to provide additional clarification on reporting FSEOG disbursements to disaster-affected students.
  • Part V, Section G: Footnote reference to the waiver of the Federal Work Study (FWS) community service requirements that was extended to all schools through the end of the 2023-24 award year due to COVID-19 was removed due to the expiration of that automatic waiver.
  • Appendix A: Program Officer contact information for the Title III and Title V programs has been updated.
  • All references to Expected Family Contribution (EFC) have been updated to Student Aid Index (SAI) to account for statutory changes to the 2024-25 FAFSA.

July 31, 2025 Update

FSA replaced the 2026–27 FISAP Instructions with an updated version that contains additional instructions for completing Part VI, Section A. Distribution of Program Recipients and Expenditures by Type of Student. In the General Instructions for Part VI, Section A (beginning on page 83), an update has been provided to address the issue of blank/missing FISAP Total Income values on some 2024–25 ISIRs.
