On May 9, 2025, FSA published the February 2025 report on foreign gifts and contracts reported by U.S. higher education institutions, as mandated by Section 117 of the Higher Education Act of 1965. This section requires institutions receiving federal financial assistance to disclose semiannually any gifts or contracts from foreign sources valued at $250,000 or more in a calendar year. Institutions are required to submit this information semiannually, with deadlines on January 31 and July 31.
Key Highlights from the February 2025 Report:
- Total Transactions: Over 529 new foreign gift and contract transactions were reported, totaling approximately $290 million since the previous reporting period ending July 31, 2024.
- Participating Institutions: More than 269 institutions submitted reports, with transactions involving over 131 countries.
- Top Contributing Countries: The highest dollar amounts originated from sources in Canada, Hong Kong, Japan, Norway, and Saudi Arabia.
- Leading Recipient Institutions: Harvard University, Stanford University, University of California, Berkeley, University of California, Los Angeles, and Yale University reported the largest total dollar amounts in foreign gifts and contracts during this period.
