Background
In early May 2025, the U.S. Department of Education (ED) issued an Electronic Announcement encouraging Title IV-participating institutions by June 30, 2025, to perform outreach to borrowers who ceased to be enrolled at their institutions since Jan. 1, 2020, to remind them of their federal student loan obligations and options for managing their debt. The outreach was intended to not only improve student loan repayment outcomes but also to ensure that institutions mitigate their risk of facing high cohort default rates next year that could potentially result in losing access to federal student aid. In the same announcement, ED committed to publishing nonpayment rates by institution to provide greater transparency regarding institutional success in counseling borrowers and helping them get into good standing on their loans.
