The Department of Education is correcting a final rule that appeared in the Federal Register on October 31, 2025 (90 FR 19729). The final rule established regulations governing the Public Service Loan Forgiveness (PSLF) program in the William D. Ford Federal Direct Loan (Direct Loan) program under 34 CFR 685.219.
Specifically, the corrections are:
- Duplicate definitions were mistakenly added
- The amendatory instructions said to add paragraphs (b)(1) through (b)(35).
- Those definitions already existed, which would have created duplicate entries.
- A reference was made to a paragraph that does not exist
- The instructions said to revise paragraph (c)(4).
- However, that paragraph did not exist in the regulation.
The correction fixes the amendatory instructions only. The rule does not change the actual regulatory text or policy. It simply ensures the definitions are not duplicated and that the new paragraph appears in the correct place in the regulation.
The corrected rule still becomes effective July 1, 2026.
