FSA has released recordings and materials from its April webinar series covering implementation of the One Big Beautiful Bill Act and upcoming federal student loan changes.
The sessions, which drew significant attention from financial aid administrators, focused on new loan limits, the interim exception for legacy borrowers, and operational considerations for schools ahead of the July 1, 2026 effective date.
Accessing Recordings and Transcripts
You can now access the recordings and transcripts in the FSA Training Center. After logging in, go to “Recorded Webinars and Training” on the main menu bar, select “Webinars and Training Videos,” and locate the recording and transcript in the “OBBBA” category. Direct links are below.
Grad PLUS Now Included in Lifetime Limit
Since the live sessions were delivered, the Department has clarified a notable change to prior guidance.
Graduate PLUS loans will be included in the new lifetime aggregate borrowing limit of $257,500 for student borrowers.
This clarification reverses earlier messaging and is expected to have a meaningful impact on borrowing capacity for graduate and professional students, particularly those who previously relied on Grad PLUS to cover remaining costs of attendance.
As a reminder, the information shared in the April webinars is still subject to change pending publication of the final rule.
The Department is expected to release the final rule on May 1, which will determine whether additional updates or clarifications are made before implementation begins.
