(COD-26-04) COD System Implementation for 2026–27 Award Year

On April 26, 2026, FSA will  implement Common Origination and Disbursement (COD) System functionality that supports the processing of Federal Pell Grant, Teacher Education Assistance for College and Higher Education Grant, and William D. Ford Federal Direct Loan awards and supports the Campus-Based programs for the 2026–27 award year.

The U.S. Department of Education is currently engaged in rulemaking on numerous One Big Beautiful Bill Act provisions. While final regulations are forthcoming, FSA is providing this technical guidance to support institutions, states, and vendors in preparing their systems to implement these changes. If the forthcoming regulations result in changes to these technical updates, FSA will provide additional guidance at that time.

FSA will suspend COD batch processing from midnight until 11 a.m. Eastern time (ET) on Sunday, April 26, 2026, to implement the COD System functionality. During the outage, FSA will hold any records that schools submit and process them when the outage is over.
