FSA Training: Completing the 2027–28 FISAP

FSA has announced the availability of an online, self-paced training course to assist with completing the Fiscal Operations Report for 2025–26 and Application to Participate for 2027–28 (FISAP).

The 2027–28 FISAP is available on the Common Origination and Disbursement (COD) website and must be submitted by Oct. 1, 2026, by schools that are requesting Federal Supplemental Educational Opportunity Grant (FSEOG) and Federal Work-Study (FWS) program funds for the 2027–28 award year and/or that had either FSEOG and FWS expenditures or Federal Perkins Loan activity for the 2025–26 award year.

In this training, FSA will review line-by-line instructions for each section of the FISAP and discuss commonly made errors when completing the form. The training also provides video demonstrations on how to complete the FISAP on the COD website. This training is intended for financial aid and business office staff who are responsible for submitting the FISAP, especially those who are new to completing the form.

To access the training, log into the FSA Training Center with your username and password. Select “Systems Training” from the main menu bar and choose “FISAP Submissions in COD” from the drop-down menu. Select “Start Here” to launch the course.

Note: If you don’t have a username and password, scroll to the bottom of the log-in page and choose “Create new account.” Follow the instructions to create a username and password.

PDF versions of the current FISAP form and instructions are available on the Knowledge Center website.
