Beginning July 1, 2026, colleges and universities have a new option when awarding federal student loans. A new Dear Colleague Letter (GEN-26-02) explains that institutions may now establish lower annual federal student loan limits for specific academic programs, provided the reduced limits are applied consistently to all students enrolled in that program.
The Department of Education says the new authority is intended to help institutions address student overborrowing, improve repayment outcomes, and reduce delinquency and default. The option was created through the Working Families Tax Cuts Act and has been a long-standing recommendation from many financial aid administrators.
Rather than automatically awarding the maximum annual Direct Loan amount allowed under federal law, institutions may choose to establish program-specific loan limits that better align with the expected borrowing needs and earnings potential of a particular program.
The Department emphasizes that any lower loan limit must:
- Apply uniformly to all students enrolled in the same program of study.
- Be based on institutional policy and implemented consistently.
- Comply with all applicable federal regulations.
The Dear Colleague Letter encourages institutions to consider several approaches, including:
- Setting lower loan limits for professional programs with lower tuition costs, even though those students may be eligible for higher annual federal loan limits.
- Establishing borrowing limits that better reflect expected salaries or repayment ability after graduation.
- Using lower loan limits for programs where students frequently complete their education with less debt than the federal maximum allows.
This new flexibility gives institutions another tool to support responsible borrowing while adapting to the broader federal student loan changes taking effect for the 2026–27 award year. Financial aid offices should carefully evaluate whether program-level loan limits align with their institutional goals, student outcomes, and borrowing patterns before implementing any changes.
