The Department of Education has announced that effective immediately, institutions will now be able to use the new reporting portal at ForeignFundingHigherEd.gov to amend, modify, and correct all of their Section 117 submissions, including those made prior to Jan. 2, 2026.
Section 117 of the Higher Education Act of 1965, as amended (20 U.S.C. 1011f), provides that institutions of higher education (IHEs) must file a disclosure report with the U.S. Department of Education (the Department) whenever the institution is owned or controlled by a foreign source or receives a gift from or enters into a contract with a foreign source, the value of which is $250,000 or more, considered alone or in combination with all other gifts from or contracts with that foreign source, within a calendar year. Effective Jan. 2, 2026, the Department launched a new and improved Section 117 reporting portal for IHEs with Section 117 reporting obligations. Since then, institutions with Section 117 reporting for the Jan. 31, 2026, reporting period were able to submit and correct their Section 117 reports in the portal. However, all reporting prior to Jan. 2, 2026, remained subject to the manual withdrawal and correction process formerly in place.
The Department will no longer monitor the foreigngiftsaccess@ed.gov inbox. This email address was previously used by institutions to request withdrawal of prior Section 117 reports and to ask technical questions about access to the various reporting portals. Going forward, all inquiries, technical issues, and other communications should be sent to foreignsourcereporting@ed.gov.

Reminder
The next date by which IHEs must submit Section 117 disclosure reports is Friday, July 31, 2026. Any failure to comply or provide accurate submissions could result in an enforcement action.
